Filming began in 2018 in parallel with further research in the archives of five different countries, coupled with a global effort to find survivors of the incident and their families. The team flew all over the world, conducting interviews in a large number of locations.

After nealy seven years of dedicated work, the film was finished and premiered at the 2024 Shanghai International Film Festival, and then in Beijing as it was released to the public in September of that year.
